These examples are all technocratic. Do you indeed expect the result of "transformation" to be a static technical parameter? Shouldn't there also be included something like WHY do we want e.g. more of Adhocracy and much less of Hierarchy? And HOW do we want to execute it? What approaches are acceptable, and which are a no-go? The change in technocratic parameters is a result of the culture shift, a lagging indicator.
Adopting Agile = Changing Culture, and vice versa. Agile is the culture. The right culture helps us deliver business results. It is never an empty process or practice.
