In my understanding there is a issue with the CEO's personality and formation prior he became CEO. Perhaps intensified if the objectives of the organization focus only on a single group of stakeholders. Simply "building" attitute is missing. I do not see imposing border as an ideal cure. Such an obsolete stuff like orgchart, functional silos, believes that no-one can cross those virtual borders including CEO, or consequently created micro kingdoms, sounds to me very contradictory to how modern organizations could be operated. It is not easy to remove those borders and competence areas from the organizations and implement deliberate collaboration instead.
