I think it is up to the team to address unproductive meetings and excessive interruptions. Also, an experienced manager or agile coach will address this as well. That is why I did not consider it as a big issue as you see it. There will always be some level of interruptions and given the nature of teamwork, it is not desirable to avoid it entirely. The trick is to maintain the balance.
