I am surprised how many people want to be seen as a resource and be treated like a resource. Most of these job descriptions are just about this: here is the box, design yourself (CV) to fit into this box, this is the pay, do not ask any questions. So the biggest discussion is about why the salary is not part of the job ad then. I think it does not matter. And the entire hiring should be done differently.
Job ads should be about problems we try to solve. We are looking for an "entrepreneur" who will help us to fix it. So, I would expect out of the job ad to learn why this job is currently necessary, what purpose it serves, how it fits into a broader context, and what responsibilities are associated with it. Only then the process of job co-creation should start because there is no such thing as a perfect fit. The question to be asked is: How can we create value together?
Both parties hopefully understand that people must learn and unlearn new things, therefore being very strict about hard skills does not make that much sense. We need to focus on personality instead. Clarification of the company values is a good point here.
If an organization communicates in an ad that "you are just an expendable resource" then I am not surprised that there are "not enough good candidates" on the market.
